Federal Executive Redesign I – As I See It XV: After Washing Down Washington D.C.

Statecraft is facing facts, accepting reality as it is, and responding rationally, which is to say, consistent with indefatigable defense and protection of the sovereign peace and freedom of one’s country and countrymen.

Today, U.S. governance institutions forswear statecraft to harm the republic, their own country, because employees of U.S. governments — city, county, state, and federal — prefer reverie and dreams they heard in so-called schools to accepting reality as it is, facing facts. Dancing and kissing with reality as it is, especially reality built out from the U.S. Constitution, is the road not taken these days by morbid minions infecting U.S. governance institutions.

It is established that the U.S. federal governance system is chronically and acutely infected with self-promoting tergiversators, genocidal visionaries, morbidity vectors, a veritable Augean Stables heaped up in static waste.

The question now is, what follows that system once hosed down, filth washed away? How does the U.S. federal governance system function after the morbid infections — pretense of titled nobility, sententious spite, cauldrons of doubt, mounds of fear, opprobrious epithets, nefarious plotting, fornications endless, firehoses of cash, mindless misdirections — are put in a box, tied with a ribbon, and sent to the deep blue sea? How does D.C. operate after Hercules the Next diverts floods of justice from the Susquehanna to the Potomac and on to Culpepper?

Consider this post in the nature of a prolegomenon for answers to that question. There are more answers than I can consider here, but here is a start. Let others carry on as they deem fun. Were it not best to undertake cleaning an area having already a general idea (Greek, ιδέα = picture) of its purpose and optimal functioning after having undergone a cleanse?

  • Such considerations as are discussed here may serve as elements of platform statements by candidates for public office . . . or at least, ideas to consider as they compound and propound their platforms.

Structures observed in the following study power from their own internal energy. They stand in their own forces of nature. They rely on their own essentiality, their own reality, reality Bergson denominates Élan vital. Structures such as these occasion more observation and carry through than argumentation or fevered effort to throw them into existence.


What do we know?
  1. In the U.S., the infection has two morbidity vectors, one structural and one spiritual.
  2. The structural morbidity vector is the civilian intelligence agencies, principally CIA but also FBI, DOJ, DHS, State, DEd, HUD, etc., who enjoy bi-partisan support from the Senate Select Committee on Intelligence (SSCI).
  3. By indirection through schools, information broadcast corporations, and philanthropies, operators for civilian intelligence agencies — and SSCI — move in the direction of controlling their host nation and then all nations by controlling the discourse, tone, and operations of the U.S. federal governance system.  Own the pen is a motto of theirs.
  4. The spiritual morbidity vector is the illusion of national security in domestic affairs, and its companion, the delusion of containment in foreign affairs.
  5. The concepts of national security and containment conjure fear.  They signal the presence of timidity and senseless striking out in the face of the unavoidable and constant strife of existence in this breathing world.

I will discuss the question — How does D.C. look and function after Hercules the Next does his job? — by way of contemplating follow-ons to these two morbidity vectors having quit the U.S. federal governance system. The exercise concludes with a to-do list for immediate and prompt removal of these vectors from American society. The list was generate by a contemporary political philosopher, Roger L. Simon.

The lever on the door frustrating Hercules the Next’s mission is the so-called National Security Council. Pull that lever, open that door, and in pour floods of soothing, consoling righteousness to remove morbid infections from the U.S. federal governance system. We start there.


National Freedom Task Force

The National Security Council (NSC) is renamed National Freedom Task Force (NFTF). It numbers are set at thirty six maximum and eighteen preferred. Its members array in three tiers.

Tier I, Statecraft Operations: Secretaries of State, Treasury, and Defense, or their Deputies

Tier II, Statecraft Support Operations: Secretaries of Agriculture, Interior, Energy, and Transportation, or their Deputies.

Tier III: Statecraft Service Support Operations: Secretaries of Veterans Affairs and Homeland Security, which is renamed Homeland Freedom, or their Deputies.

NFTF meetings involve all or some of these nine principals, and one aide for each, at their discretion, as requested by POTUS. Departments not mentioned are disbanded. NFTF staff based at the White House do not exceed 24 persons, leave NFTF staff upon inauguration of a new POTUS — unless prior-asked to stay on by the new POTUS — and have no connection, direct or indirect, with SSCI or civilian intelligence agencies foreign or domestic.

CIA and ODNI are disbanded. Investigative and prosecutorial authorities are vested in Homeland Freedom at armoring, missioning, and staffing reduced by not less than two thirds from DOJ’s contemporary presentment.

  • Bill Barr murdered DOJ by trying to keep it alive and make it respectable to insider Washington D.C. DOJ deserved disbanding, and that could have been done honorably.

Americans predispose as ad melliorum.
Europeans, Asians, and Arabs predispose as ad pejorum.
Let each to their preference,
despising not Americans for theirs,
because it works.


Model For An Intra-Departmental Cleansing

Using State Department’s organization chart as a monitory example, this degree of intra-department disbanding, at minimum, is indicated:

United States Agency For International Development.
Under Secretary for Economic Growth, Energy, and Environment
Under Secretary for Arms Control and International Security
Under Secretary for Public Diplomacy and Public Affairs
Under Secretary for Civilian Security, Democracy, and Human Rights
Office of Civil Rights
Office of Global Women’s Issues

Office of Legal Advisor
Office of U.S. Global AIDS Coordinator & Health Diplomacy
Office of Diversity and Inclusion
Office of Management Strategy and Solutions

This is the model. This much washing out and away, two thirds at minimum, is indicated across executive branch institutions not disbanded. Extirpate the bolt-ons and scatter the murmurations of lawyers. Size matters. Good governance is men and women of good character, not programs, offices, initiatives, agencies, committees, tiger teams, and the like.

  • Anyone who wants to own the pen gets to essay doing that as separated from federal employment.

These considerations put in train a sharp reduction of the tax burden on American citizens and a quick increase in other nation’s respect for Americans’ intentions.



Pentagon Reorgi: Penta Force

A nation comes up around her victorious armed forces. A nation earns her sovereign peace and freedom by winning her wars. The Department of Defense is the absolute center of U.S. statecraft.

The Joint Force is a Penta Force build-out from the spiritual center of the nation, her inner light, her sovereign peace and freedom. The Department of Defense is reorganized to this operating configuration.

The mission of the Land Force governs operations of the Joint Force (Penta Force). Multi-domain operations grow the land domain. The mission of the Land Force is to hold land.

  • Land is our natural domain. The other domains serve us in the land domain. We are land creatures assisted by space, air, fire (word, cyber), and sea. When we go to space, air, fire (word, cyber), or sea, we take our land-based support with us, to keep us alive.

The mission of the Land Force governs operations of the Joint Force. DOD is reorganized to plan, acquire, train, and execute on this fact. The mission of the Land Force is to hold land. A nation earns her sovereign peace and freedom by winning her wars.


The COCOMs

Combatant Commands (COCOMs) are the front line of the war-fighting asset native to U.S. statecraft. A COCOM Commander has five subordinate line commanders, one each from the five forces of the Joint Force. A COCOM Commander’s staff is joint — J1, J2, etc. — comprising, for each shop, a chief leading one leader each from the five forces of the Joint Force.

COCOM Commanders are obliged to hold land as directed by POTUS and SecDef. POTUS and SecDef order deployment of U.S. warfighters only on stipulation that the COCOM Commander and his five line commanders hold the land identified in the order or do not come back alive.

There are no frivolous orders to deploy (e.g., nation building, promote democracy, stability operations, responsibility to protect) and no failures to accomplish a deployment’s objective. POTUS and SecDef do not order deployment of the Joint Force without a prior convincing — i.e., trustworthy — demonstration to their countrymen that the deployment is consistent with rational execution of their nation’s grand national strategic objective, namely, defense and protection of their sovereign personal and national peace and freedom.

Any deployment of US Armed Force
deploys the U.S. Joint Force.
SOF are Joint Force.

The five-fold, pentagonal force structure of U.S. Armed Forces, the Joint Force, the nation’s war-fighting asset for statecraft, integrates vertically throughout both line and staff from POTUS to SecDef to COCOM to Division, Brigade Combat Team, and Battalion Task Force. Corps and Army combat organizations are maintained on paper but not in operation. Divisions are assigned to a COCOM whose Area of Responsibility most requires their configuration and training.

In addition . . .

COCOMs are the natural operations and administrative headquarters of U.S. statecraft. The three assets of U.S. statecraft — Diplomacy, Finance, War-Fighting — are marshaled and deployed jointly by three officials stationed at each COCOM HQ: Deputy Secretary of State, Deputy Secretary of the Treasury, and COCOM Commander.

The COCOM Commander himself works U.S. statecraft’s War-Fighting asset. A Deputy Secretary State and a Deputy Secretary of the Treasury, supported by their staffs, work U.S. statecraft’s Diplomacy and Finance assets, respectively. As with the COCOM Commander, there is one step between these Deputy Secretaries and POTUS: SecState and SecTreasury, respectively.

At COCOM HQs, these three officials coordinate intelligence, planning, training, maintenance, and operations of the three assets of U.S. statecraft: Diplomacy, Finance, War-Fighting. They present unified U.S. statecraft to nations in their COCOM’s Area of Responsibility.

With respect to authority in non-belligerent conditions, the Deputy Secretary of the Treasury at a COCOM HQ is primus inter pares for that COCOM. With respect to authority in belligerent conditions, the COCOM Commander at a COCOM HQ is primus inter pares for that COCOM. The same practice of authority obtains between the Secretaries of State, Treasury, and Defense.

U.S. Ambassadors to countries within a COCOM’s Area of Responsibility report to the Deputy Secretary of State at that COCOM. U.S. Ambassadors are two steps away from POTUS: Deputy Secretary of State at the relevant COCOM and SecState.

U.S. Ambassador to the United Nations is discontinued along with U.S. support for the UN altogether and decamp of the UN to a host country not the U.S. U.S.-based philanthropies and other non-profits working with the UN or otherwise supporting UN activities lose their tax-exempt status and receive scrutiny for sedition against their mother country.

COCOM (statecraft) activities track the three principles of statecraft which stand near the end of this post. Decisions inconsistent with those principles are actionable because they subvert the U.S. grand national strategic objective: defense and protection of American citizens’ sovereign personal and national peace and freedom.


The Battalion Task Force

Pentagon and COCOM planning, training, doctrine, and acquisition focus on the Battalion Task Force (BN-TF). BN-TFs operate in both line and staff as the lead Joint Force formationPenta Force — at any point of friction or fire within a COCOM’s Area of Responsibility.

Sea Force focuses on the Marine Battalion Task Force operating as Sea Force Assault (Shock) Task Force supporting as needed the Land Force mission (hold land), which embodies as the BN-TF.

Ground combat formations and their operations are the heart and soul of U.S. war-fighting competence available for the practice of U.S. statecraft.

A BN-TF Commander has under his command, as needed, line units from each of the five forces of the Joint Force, with their officers and staffs. His staff — S1, S2, etc. — includes, in each shop as needed, officers and enlisted from each of the five forces of the Joint Force. This configuration is replicated, as needed, in Company commands.

Except for Marine Battalion Task Forces, who, belonging to Sea Force, are commanded by Marines, Army officers fill BN-TF leader billets unless otherwise specified by the BN-TF Commander, his XO or S3, upon BN-TF Commander approval, or Brigade or Division Commanders.

U.S. BN-TFs are the Joint U.S. Armed Force — Penta Force — to pre-position overseas and network with other nations’ BN-TFs, there to threaten / check seizure, tolling, or monopolizing of global comms by intending hegemons. They also are the Joint U.S. Armed Force first to collide with a shooting hegemon and most competent to bring into the fight other nations’ BN-TFs, with whom they are already networked.

Joint Force competencies attuned to executing on the Land Force mission undergo exploration, creation, learning, adaption, and adjustment up and down the chains of command of both officers and enlisted. While authority and lethality are pushed down through military formations — first from Division to Brigade Combat Team, now from Brigade Combat Team to Battalion Task Force — standards of character, intelligence, training, preparedness, and skill in military arts are pushed up through classical military doctrine and practice.

Space Force, Air Force, Word Force, And Sea Force

Leaders of these components of the U.S. Armed Forces, aka the Joint Force Penta Force — growl more or less about the foregoing, but march they must. They saw the Joint Force some time ago and have been moved to make it happen.

Space Force is a deep penetration light-and-heavy cavalry in the third and fourth dimensions. They accomplish vertical envelopment of battle spaces sequentially and continuously over time.

Air Force is a mid-depth penetration heavy cavalry in the third dimension. They accomplish vertical envelopment of battle spaces as forward artillery for and rapid transit of the Land Force. It is no coincidence that Air Force rotated from Land Force.

Word Force (Cyber, Fires) is long-range artillery operating in, over, under, around, and through global comms. They accomplish battle space preparation on infrastructures of many kinds at distance.

Sea Force is a bridge over earth’s largest land-mass, the one covered by water. Sea Force also is a multi-purpose cleaning agent for that very water, to keep it free of pests. Sealift of the Land Force is essential Sea Force mission, along with protection of the same while in transit. Sea Force also deliver the shock of Naval Air, Artillery, and / or Marine Assault to land destined for holding by the Joint Force under Land Force command.

These four forces are neither tasked nor equipped to hold land, which is the overall mission of U.S. Armed Forces, aka the Joint Force. However, each of these forces is essential for accomplishing that overall mission. Leadership of the overall mission belongs to the Land Force — Army — because they are tasked and equipped to hold land.

Everyone is thinking and training up to make the Penta Force configuration happen at work.


The General Staff, U.S. Armed Forces

The General Staff, U.S. Armed Forces, work at the Pentagon to support COCOM Commanders. They also advise POTUS and SecDef regarding conditions latent and patent, abroad and at home, that invite or compel, for strategic reasons, the attention of those responsible for conducting U.S. statecraft. The General Staff, U.S. Armed Forces, are among those bearing responsibility for conducting U.S. statecraft, to include all strategic problems and possibilities.

The General Staff, U.S. Armed Forces, have no statutory command authority abroad or at home. As senior commissioned officers, however, they have authority and responsibility for continuous and serious study, and to report out to POTUS and SecDef accurately, thoroughly, and with contradictory assessments, Americans’ national strategic condition.

The reliability of their personal and national sovereign peace and freedom vis-a-vis their own and other nations’ intentions and actions is the measure of Americans’ national strategic condition.

Any diminishment or threat of diminishment of Americans’ personal and national sovereign peace and freedom requires The General Staff, U.S. Armed Forces, (1) to report Americans’ national strategic condition as compromised rather than reliable, and (2) to identify causes thereof and the way to terminate them.

The presence of such a report implies a failure of U.S. statecraft, which means failure among U.S. statesmen, whose company include, always, The General Staff, U.S. Armed Forces. Such a report, therefore, initiates effort to remove the pathogen, heal the wound, and console the dis-ease so as to restore Americans’ personal and national sovereign peace and freedom to normal operation.

  • Freedom and happiness are the norm in human affairs. Servitude and sorrow may appear ordinary, but they are not normal. Humanity is divine, not deranged. Any derangement comes from demonic personalities, the criminally insane, who yet, at fiber and core, are divine. The theology of that paradox is beyond the scope of this study.

Previous Thinking On This Subject

It will be noted that specifications as to U.S. federal governance institutions in the following exercises — dating from 24 October 2016 through 15 October 2021 — exceed in scope and specificity, and in some particulars are inconsistent with, the foregoing.

As to exceeding, so much the better. For example, White Paper For The Incoming Administration – 2020 includes reorganization of the COCOMs and large treaty organizations as well as replacement for the so-called United Nations.

As to inconsistencies in thinking between then and now, take those as spurs to further inquiry as well as evidence that this host’s over-the-horizon radar, albeit operating at max power, yet returns images dim and blurry, albeit recognizably real.

To The Legislature of Tennessee, and by implication, all state legislatures and all Americans:

  1. Decree no vaccine mandates in Tennessee by any governmental authority—state, county, or federal.
  2. Private companies that wish to mandate the vaccine must exempt from vaccination all those with religious and medical reasons, but also ALL THOSE WHO HAVE PREVIOUSLY HAD COVID-19. They are automatically exempt.
  3. No mask mandates until Gov. Gavin Newsom, Vice President Kamala Harris, President Biden, and Speaker Pelosi start wearing them at their private gatherings. End the nauseating hypocrisy.
  4. Outlaw vaccine passports in the state.
  5. Ivermectin and Hydroxychloroquine should be made legal as treatments for COVID as was just done in Nebraska.
  6. No restrictions for political or other reasons by the federal government on state use of or access to monoclonal antibodies.
  7. Children always in school and maskless, except on Halloween, no exceptions.
  8. Assert healthcare belongs to the individual, not to the government. “Our bodies, ourselves.”
  9. Freedom, not totalitarianism. Capitalism, not communism.


Principle I

The United States have no interest in the domestic affairs of other countries and expect other countries to reciprocate by having no interest in our domestic affairs. The United States have interest in the lines of communication running between The United States and all other countries and expect all other countries to bear fairly the burden of keeping those lines open, safe, reliable, fair, and clean.

Principle II

The United States welcome alliance with our brother nations India and Russia for enforcement, from their perspective, of the ground of statecraft set forth in Principle I and urge Japan and Egypt to join us for that endeavor and commitment.

Principle III

An order to deploy which lacks or frustrates intent to compel a target to sign a declaration of unconditional surrender is an unlawful order by the Rules of Just War, the Conventions of War, Common Sense, and the Spirit of America. An order to deploy conveys this intent to the Commanding Officer: win this war / battle in a timely manner or do not come back alive.


The third flower that is dear to the Lord is the flower of compassion (daya) towards all living creatures. Bhagavad Gita says, ‘Adveshta Sarva Bhutaanam – Do not hate anybody.’ Live in amity with everyone, but do not have too much connection with people. The fourth flower is the flower of forbearance (kshama) which is very special and significant. Pandavas suffered a lot at the hands of the Kauravas, but never did Dharmaraja lose forbearance. Not even when Droupadi was being humiliated by the Kauravas. It was the virtue of forbearance that protected the Pandavas and made them an ideal to the rest of the world. This flower of forbearance is very dear to the Lord. God will be pleased with you and confer boons on you only when you offer Him the ‘flowers’ which are dear to Him. No benefit accrues from offering the flowers, which fade away and decay. The flowers which are ever-blooming are nonviolence, sense control, compassion and forbearance!
