Since 2009 at least, there has been a nest in southern Afghanistan where Taliban concentrate/regroup/recreate/resupply and then-POTUS self-restricted to not enter. With luck, that ROE is being removed. Were it, that would be felt immediately on the battle field, with continuing devastation on Taliban.
Modern, trained (few are now) USA BCTs carry the punch, approximately, of a USA WWII Division, BTNs of a USA WWII Regiment, Companies of a USA WWII BTN, and so forth.
Also, most deployed Big Army troops are not shooters, although they could be called to be such. I do not know Marine comparables.
So, at least for USA Armed Forces, raw troop numbers indicate battle-effectiveness less than ROEs do.

This is known in spiritual aspirant circles as facing the Devil. I think the speech, which I watched in whole, was about Pakistan, not Afghanistan. And alliance with India, which also checks China.
So much salutary is being done behind the screen of mass hysteria which, I think, POTUS Trump has done not a little to encourage exactly for its screening effect. Blessed tectonic shifts in USA foreign and domestic alignments are taking place whilst soi-disant pundits chase moving red laser dots of bathroom hysteria, race hysteria, Russia hysteria, statue hysteria, academe hysteria, Nazi hysteria, etc., etc., etc.
Third-most important news/take-away: no more nation building! Help a nation achieve national sovereignty, if they truly want it (such as Iraq). Otherwise:

Update 2: Remember, the solution to the threat that is Kim Jong-un was to assign direct responsibility toward Beijing. In a similar approach, the solution toward eliminating the threat of extremist violence from the Taliban is to assign direct responsibility toward Pakistan. President Trump began that process last night.
However, those who have followed closely will note there’s additional references.
♦When the threat is Sunni Extremism, the problem was/is the Muslim Brotherhood and the enabling of Qatar. Trump assigned responsibility for solving that issue to Saudi Arabia and the Gulf Cooperation Council. It is the GCC who are confronting Qatar, not the United States.
♦When the threat is Syria’s chemical weapon, the problem was/is the Assad regime and ISIS. Trump assigned responsibility for solving that issue to Russia; Russia initially refused to solve it, so Trump bombed the shit out of Assad – Russia/Assad took ownership, the chemical weapon use stopped; further action was not needed by the United States.
♦When the threat is DPRK’s nuclear weapons, the problem was/is Kim Jong-un and the enabling China. Trump assigned responsibility for solving that immediate threat to China. It was Beijing who told Kim Jong-un to stand down. Not the United States.
See the pattern? In each example President Trump assigns responsibility. However, the important element is the underlying ownership must be based entirely on truth. In each of the examples the truth was/is that Gulf States/Qatar, Assad/Russia, and China/Beijing were manipulating and enabling the problem behavior. By calling out that truth, each enabler was forced to take ownership and corrective action.
The same approach extends here with Afghanistan. However, the solution is not Pakistan eliminating the Taliban per se’; the solution lies in leveraging Pakistan to force the Taliban into negotiations with the legitimate Afghan government. Like the previous examples of Saudi Arabia and China, Trump has now assigned ownership of this objective to Pakistan.
Update 3: A nation has three interlocking levers of power (assets, leverage): diplomacy, finance and war-fighting. A sovereign nation can use those assets — their combined leverage — effectively to maintain their sovereignty. A subject nation cannot. A stupid nation uses one or two of those assets — one or two of its levels of power — but not the third, or it uses one or two of them half-heartedly. Such is a suicidal, not a sovereign nation.
The latter case defines the conflicts HST and his advisors ordered in Korea and LBJ and his advisors ordered in Vietnam: national suicide. Even so, in both cases, US Armed Forces won those actual wars — both of which had sound strategic rationales yet had thrown to them zero tactical/logistical preparation — until Eisenhower, Nixon and Ford — dim-witted Republicans and very deep deep-staters — said they could not.
Were I to guess the most important outcome of this POTUS Trump speech on Pakistan, that would be the unwinding, finally, of political subversion inside the USA. The subversion which has caused Americans to be suicidal with respect to their national sovereignty and the proper use of their diplomatic, financial and war-fighting assets.
