COCOMs, Independent Nations Treaty Organization, And A Grand Council Of Independent Nations

Countrymen,

This post will explore structural renovation of US combatant commands, treaty organizations generally, and the so-called United Nations.

The exercise proceeds from the observation that freedom of communication by sea or ocean presses more upon national independence and inter-nation comity than does freedom of communication by land.

It should be noted that, in the same way:

1- freedom of communication by fire (electricity, cyber) presses more upon national independence and inter-nation comity than does freedom of communication by water;

2-  freedom of communication by air presses more upon national independence and inter-nation comity than does freedom of communication by fire, and

3-  freedom of communication by space presses more upon national independence and inter-nation comity than does freedom of communication by air.

We will examine implications of this phenomenology at points in this and possibly a separate post.

COCOMs remain so designated but with renovated, deleted, and additional areas of responsibility.

Treaty organizations generally are re-designated as [Name of Ocean or Sea] Independent Nations Treaty Organization and expanded in number and opportunities for independent nations to participate.  These replace NATO, which, as conceived, is arguably a racist organization, and expand the remit behind it.

The so-called United Nations is removed and a successor called A Grand Council of Independent Nations replaces it — in different digs, far from New York City — as a non-membership, voluntary consulting, investigating, and commending forum.


The wealth/happiness of nations pivots on the freedom of their communications, internally and externally.

The Treaty of Westphalia recognized an ancient reality: the sovereign nation state.  It further recognized the reality that freedom of religion and, more importantly,  freedom from religion cultivate rather than enervate a nation state’s sovereign freedom.

Recognition of these realities rests deeply inside Christian Theology (Paul, Augustine, Tillich) and Scripture (Luke, John, Jerome), tracing through Cyrus the Great and Hebrew Prophetism (Amos, Hosea, Jeremiah) to Kashmir (Kaikeyi, Jesus) and the Tibetan Plateau (Three Wisemen, Anagarika Govinda).

The Treaty of Westphalia recognizes certain primordials yet is not Sacred Scripture in the sense of being plenary in perpetuity.  There are primordials the Treaty does not recognize, and through no fault of its own but merely by virtue of its conditioning context.  One of these is larger-than-Europe-scale inter-nation negotiations.

Nations today must transit not only sea and land but also electricity (cyber, satellite, cable), air, and space.  Parties to The Thirty Years War had no such aggregation of VUCA in their battle space as we have today.  Their OODA Loops were much slower and narrower than are those of modern nations.  Nor did they face the numbers of hostile and potentially hostile nations — and their removes in time and space — faced by virtually all modern nations.  When in the 17th Century did China aim to annex Africa?

Westphalia needs renovation.  Its purpose — keep the peace so as to encourage freedom of communication — remains forever legitimate and its accomplishments also, as far as they go.  But now it has to be scaled up, old accomplishments applied more broadly and new ones constructed.

The seas and oceans (inviting sea power as observed by A. T. Mahan) are the most important geography of the planet.  Man can get beat on land and live to fight another day.  Get beat at sea and you drown right there.  That means water is more vital than land as strategic geography.  This has implications in every direction, for every one.  It parallels the rule of threes with respect to survival: three minutes without air, three days without water, three weeks without food (aka distilled land).

National sovereignty rests on control of geography, and water, we establish, is the most important geography of the planet.  ERGO: national sovereignty rests on control of water next to and inside a nation.

Anyone who can cross your land border with impunity is telling you that you are not a sovereign nation.  You may remain a nation, but not a sovereign one, and one day your citizens will grow weary of not having sovereignty and throw you out on your head if you do not want them to have sovereignty.

Sovereignty goes naturally with land, families, and a constitution of some kind.  Have any one of those three things and you will have the others as well and then a fight to keep them sovereign and free.  Sovereignty is the natural state of nations.

Nations are not the playthings of lusting personalities, power freaks.  Not for long at least.  Westphalia recognized that fact and others related to it.

So, let the US COCOMs look something like this:

ACOM (Arctic Ocean plus seas at and above @ 57 degrees north latitude)

ATLANCOM (Atlantic Oceans)

CARIBCOM (Caribbean Sea)

MEDCOM (Mediterranean Sea)

TRECOM (Adriatic, Black, Baltic Seas)

PACOM (Pacific and Southern Oceans plus Arafura, Coral, and Tasman Seas)

CASCOM (Coastal Asian Seas: Okhotsk, Japan, East China, Philippine, South China)

IACOM (Indian Ocean, Arabian Sea)

And, let Independent Nation Treaty Organizations, comprising independent nations bordering seas and oceans, look something like this:

Caribbean Sea Independent Nation Treaty Organization

Mediterranean Sea Independent Nation Treaty Organization

Three Seas Independent Nation Treaty Organization

Coastal Asian Seas Independent Nation Treaty Organization

Indian Ocean and Arabian Sea Independent Nation Treaty Organization

And, let something like this replace the so-called United Nations:

A Grand Council of Independent Nations

Comprising independent, sovereign nations only.  No legislating, funding, agitating, intervening, or judging.  No structures even remotely comparable to the UN Security Council, and no nation able to veto matters participants desire brought to the Grand Council for light and airing.

Finally, let reconfigured Five Eyes observe developments and report aggressor nations to Three Brothers for pacification, aka compulsion to unconditional surrender and confirmation of fair and reciprocal communications.


Regarding multi-domain intelligence and war-fighting:

1- There are five domains: Space (Sound), Air (Wind), Fire (Electricity), Water (Liquid), Earth (Solid).  These are products of the five senses: Hearing, Touch, Sight, Taste, Smell, respectively.

2- The five domains are not only adjacent, they are dynamic, they mix and integrate in combinations and permutations, always master of the unexpected, always fresh and challenging.

3- A sound COCOM would include a state-side HQ comprising intel and kinetic assets covering each of the five domains as well as one covering all of them together and integrated.  In addition, a sound COCOM would comprise a forward HQ(s) of the same composition but staffed by the COCOM’s most militarily tuned — as contrasted with merely operationally proficient — intel and kinetic operators.  In other words, put your best military-disciplined warrior-scholars forward to run your show in sight of its audience (aka enemy).

4- A US COCOM Commander is treated by foreign statesmen as if little less than a POTUS.  This is comme il faut.  The more said Commander has his command in hand raking all five domains of his AO, the more that Commander earns respect from foreign statesmen and POTUS . . . well, from a normal American POTUS.

5- POTUS Trump is right to want a Space Branch.  This will take time to spin up then adequately populate COCOMs with intel and kinetic reps.  But it needs doing, definitely that.
