NKVD / KGB had already gamed out the answer to this question before they launched its precursors. The precursors are: collapse morale (self-confidence, faith in God), collapse institutions, arrive chaos, arrive Bolshevik strong-men to institute order, to everyone’s relief.
NKVD / KGB grasp of physics and human behavior was deficient, however, in that it did not allow for constellations of the not-expected, which bloom of their own nature in all times and places.
A host of Acts stand ready for repeal by Congress: National Security of 1947, a succession of Civil Rights Acts, Voting, Immigration of 1990, Patriot . . . it’s a long list. There is the Republican Platform: repeal these monstrosities.
Then, the fundament of re-founding America in situ as self-defending USA is the homeschool / county sheriff:

county sheriff determines voter eligibility and manages voting process for resident and non-resident citizens of their county,
voter eligibility and act of voting are limited to active civil defense battalion members of a county, whether resident or non-resident,
active civil defense battalion members who are deployed outside their county of service are eligible to vote and provided means to do so,
standing state militias, compulsory, are raised from county civil defense battalions,
standing state national guards, voluntary, remain more or less as currently structured, and
standing national defense forces, voluntary, remain more or less as currently structured but without the political BS and about 80% fewer civilian employees.
Weight of re-founding USA American self-defense falls on the homeschool and the county sheriff. The county civil defense battalion (CDB) becomes the pool of county voters. In this condition or structure, the entire county voter pool can be urine-tested randomly, and a course of consequences for testing hot can be promulgated and administered.
Voting is a serious business. No one habitually drunk or under psychotropic influence, medically approved or not, can properly discharge the serious business of voting, nor should they be allowed to dilute or fortify the vote of an unimpaired voter.
Test hot for alcohol, marijuana, cocaine, etc., or valium, adderall, prozac, etc., fine, lose your place in your county’s civil defense battalion and with that your eligibility to vote.
Once dirty, say, three years of suspension from your CDB and thus voting. Twice dirty, say, nine years suspension from your CDB and thus voting. Thrice dirty, say, expulsion from CDB, no more voting.
Why should drug addicts and drunks participate in making local, state, and national policies much less help enforce them? Why should shrinks and pharma techs and execs who push that poison on the populace?
After all, isn’t the maniacal lunacy we observe almost entirely substance-induced, and much of that so-called legal? No one by nature is a [fill in the name of one of the panoply of experts and officials in the news].
Look around, it is county sheriffs, political officials, and their professional associations who are giving the slip to insane mandates and unconstitutional assertions of authority. Municipal councils and police chiefs, also political but more political party-dependent than sheriffs, almost all cave to the craven. Even L.A. County Sheriff has stood against them on some important points, such as jab mandate. County sheriffs, who are elected, are the political lynch pin of this era for opening the flood gates of rationality against bands of clergy, lawyers, industrialists, gamblers, and other thieves bent on exterminating nations and humanity for fun and profit.

The Puranas and the epics teach the path of devotion and surrender. They ask that man should do every deed in a spirit of dedication. Allow the wind of doubt or the sun of despair to affect the pot of Ananda (bliss) you have filled, and it will evaporate quickly. But keep the pot in the cool waters of good company and good deeds; it can be preserved undiminished forever. Ananda too grows when you dwell on it in silence and recapitulate the circumstances which yielded it. That is why manana (recapitulation) is held so important as a part of spiritual effort. Like the child which throws off its toys and starts crying, you too must realise the paltriness of the toys of fame and fortune and call out for the Mother. The child feels that all else is trash before the love of the Mother and the blessedness of her presence. One should not aspire for anything less.
