I will not speculate upon the GOs’ motivations. I will say I believe it partook more of stupidity, timidity, and habit than of disloyalty and self-aggrandizement, though not exclusive of the latter. Months ago, feeling the error, POTUS expressed public disapprobation of the GOs linked to continuing operations in Afghanistan and gave indication of reversing his decision to stay there, but so far that has not happened.
The Afghanistan problem-set generally is implacable tribalism, lack of nation-consciousness, and particularly it is Northern Helmand Province, especially the triangle between the Khash and Helmand Rivers. That was and remains the no-go zone for US military operations. US CENTCOM therefore has had no strategic purpose in Afghanistan after the punitive expedition of 2001-03. The practice runs are called, informally, murder boards. They are SOP in many circles and rightly so, e.g., engineering, military, medicine, briefings to politicians, law. IANAL. Coaching a witness, as I understand the term, is a common and to me reasonable procedure for an attorney, defense or offense, to undertake. Suborning perjury may be counted by lawyers as a species of coaching a witness and in any case I believe is considered, rightly, a crime.
Murder boards are not the same as coaching a witness. In the legal sphere, for example, a murder board would occur between a lawyer representing a client and another lawyer, a friend, posing as an hostile lawyer and aiming to expose flaws and omissions in the arguments of the lawyer representing a client. A murder board subjects the lawyer representing a client to murderous fire before he takes it for real in the courtroom, thus giving him occasion to prepare his defenses against worst possible scenarios for his client (and himself). Perfectly reasonable and signally valuable. The worse the murder board gets, the better for the lawyer undergoing it. Ditto for an Engineer, a Military Officer or NCO, a Medical Doctor, a Theologian, etc.
