The NSA spoke approvingly today (and here) of the Monroe Doctrine. The context was talk of regime change in Venezuela. For the record, I do not like this NSA, John Bolton, intellectually and personally.
Yet, I am glad he brought up Monroe Doctrine. Two posts today on the subject of Monroe Doctrine and Venezuela elicited from me a statement of faith, one might call it, regarding Three Brothers Doctrine, to which I have devoted much time in rumination and writing.
BLUF:
1- Three Brothers Doctrine is that to which Monroe Doctrine has self-evolved.
2- The Global Multi-Domain, and not only the Western Hemisphere, is the theatre of USA national sovereignty strategic considerations.
3- USA national sovereignty strategic activities cannot be conducted wisely — that is, thoroughly, accurately, rationally, and effectively — and approvingly outside the framework of Three Brothers Doctrine.
4- Three Brothers Doctrine is Monroe Doctrine self-expanded to the Global Multi-Domain.
5- The prestige of the USA is wrapped up now in the certainties and capabilities of Three Brothers Doctrine.

FWIW, I think the class struggle is in there, but not central to the phenomenology. I think personal and national sovereignty is central to the phenomenology and that the thinking there, to include among deplorables, is in exactly those terms with some degree of refinement this way and that.
The corporeal presence of that thinking as embedded in USA history is Monroe Doctrine. That doctrine lays in geographical specifics regarding personal and national sovereignty. It shows how serious Americans are about their freedom.
While Monroe Doctrine stands, the macros of its applicability are materially different today. As follow-on with Monroe Doctrine, updated for modern circs, say therefore its evolution, I present you Three Brothers Doctrine.

Monroe Doctrine is observed more in the breach than the practice. That does not invalidate it because its purpose holds constant: protect USA national sovereignty from extra-and intra-hemispheric threat by families who cultivate a will to subvert or otherwise attack USA national sovereignty.
There is today a plethora of such will in our hemisphere and within our own institutions, public and private. Inside or outside, it considers itself rampant and expects victory.

A wise and approve-able move against Venezuelan families and their supports who are intending to subvert and finally destroy USA national sovereignty cannot be made on the basis of Monroe Doctrine alone. The situation is a Three Brothers Doctrine problem set.
SecState also, this weekend, spoke in terms approving, by extension, Monroe Doctrine. His host was the Republic of the Philippines. His message was that USA backs his host’s sovereignty and security contra China.
This made a generally salutary impression on Filipinos because no previous USA official has made such a statement and the USA Congress has not approved the 1951 Philippine-US Mutual Defense Treaty (MDT).
Secretary Pompeo’s statement is non-enforceable outside Three Brothers Doctrine framework aka power structure/infrastructure.
