I wrote out below my thinking that CIA/FBI/DOJ were mousetrapped into starting this Russian collusion business by a standard Russian disinformation campaign. I still think the American side was mousetrapped, although not unwillingly, by instigating foreigners.
However, a friend whose powers of observation I admire says it was Brits, not Russians, who started it. Specifically, anti-Brexit establishment Brits at MI6/MI5/GCHQ who, understandably, despise DJT. My friend writes regarding my thought:

Clapper and Brennan are almost brain dead. They weren’t the architects of this. I think GCHQ Cheltenham was…. They cooked the whole overseas entrapment program, and once they had a couple of months of “evidence” on an assortment of Trumpian retards they could get using their assorted cutouts like the Maltese prof, the Aussie, and the fat boy, supposedly CIA, at Cambridge, they sent it wrapped up with a nice big red bow to the Americans…. with a card that said…”Thought you might want to know about this. Let’s us know if we can help”… and had THEIR Christopher Steele warm up his engines ready to go with the “dossier” trusting like lousy journalists, our superspys would find it “too good to check.”
Motive…. THE BRITISH ESTABLISHMENT WANTS TO UNDO BREXIT….. TRUMP WAS THEIR WORST NIGHTMARE.
I think we have just been victims of the biggest sting in the history of the “special relationship” including Philby. The Brits have to be rolling on the floor laughing over this one.
I think my friend’s observation of the origin of this nonsense is more accurate than mine is.
Related but downstream from the foregoing: US Representative from California Devin Nunes gave an interview to Maria Bartiromo on 27JAN19 that compelled attention, to include causing Sundance to rescan his tireless, workman-like construction of vectors of power and meaning relating to the Mueller Madness:
In short, Devin Nunes speculated that Deputy AG Rod Rosenstein put the substantive allegations from the Fusion-GPS/Ohr/Steele Dossier into his investigative instructions that he gave Robert Mueller.
If it is accurate that Rosenstein charged Robert Mueller with investigating the dossier claims; and if Nunes is accurate that the DOJ investigative target, a derivative of the dossier, is Donald Trump; well, everything starts to make a hell of a lot more sense.
If the mandate given to Robert Mueller was to specifically investigate the sitting president of the United States as an active participant, and subsequent target, for a counterintelligence operation, then DAG Rod Rosenstein -and Mueller- would have to hide that mandate from everyone and anyone.
If Nunes’ speculation is accurate, then all of D.C. knows that it is and knows the performance and its factual emptiness. As my friend says:

Scanning back over James Bond books and movies, I think one can see producers and writers anticipating or recognizing actual, deep strategic points of conflict in the times they inhabit(ed) and building plots around them. Rocket toppling. Materials smuggling. Drug capitalism. Media ambition. Pipeline competition. NGO machinations. Owning sources of water. Hegemonic intelligence agencies.
The plot of the most recent Bond movie, Spectre, centered on the latter and even had a Brit character as antagonist. And here we are living that nightmare now, grazie a Brits . . . and almost brain-dead Americans.
Regarding extensive unintelligence among so-called millenniaI’s, I think it’s as simple as: they got mousetrapped, second-or third-hand, through parents and teachers, by Soviet disinformation campaigns.
Many marginalized people think they are Jesus. They are called lunatics. I feel bad for them, but it is not a good idea to organize society around them.
You know, after all these months watching Trump-Russia ebb and flow, I read this and think to myself, You know what? All this fuss, because the CIA and FBI got mousetrapped by a simple, standard Russian — or maybe ChiCom — disinformation campaign. That is what Mueller et al is covering up: their own unintelligence and incompetence. And who has benefited? Donald Trump.
FWIW, my 2c: CIA and FBI were running their own, self-authorized wire(s) on Trump — the one(s) ADM Rogers revealed to Trump, causing him to move ops to his NJ golf course — from at least the day he announced. That precaution stemming from J. Edgar/B. Donovan days, for blackmail and leaking (disinformation) materials. Just before or just after Trump announced, Russian — or ChiCom — disinformation ops jumped in the game and mousetrapped CIA, FBI, Obama White House, and even Sid Vicious with the collusion story. (They tried to mousetrap Team Trump and failed.) Everything since has been to curtain that unintelligence and incompetence at CIA, FBI, and Obama White House.

When one selects for profile like one’s own — i.e., incestuously — over iterations of that procedure, the resulting population goes solitary, poor, nasty, brutish, and short, to quote brother Hobbes. This is well-known. The profiles of most Americans are unacceptable to intelligence-lite sectors of the CIA, FBI, D-R Uniparty, or SPGBs (Supposedly Permanent Government Bureaucracies).

Update 1: I’ve said I think the *origin* of this Mueller Madness is a standard Russian disinformation campaign that mousetrapped the Obama Administration Left. Brennan and Clapper are near braindead.
After hearing observations from a friend I trust, I stand by the mousetrapped bit, but I want to change my estimate of the *origin* bit from Russians to Anti-Brexit Brits, specifically MI6/MI5/GCHQ. I think they started this nothing-burger, Brennan then other lunkheads ate it, and now everyone else is left with the mess from their G-I tracts.
Meanwhile, MI6 etc. Brit establishment Anti-Brexiteers are ROFLing because they made Americans, in the words of my friend, victims of the biggest sting in the history of the “special relationship” including Philby.
And you know, it is entirely possible that said Brits did it for no better reason — although others would be in play — than greek org boys and girls itching to RF other greek org boys and girls. That happens, you know. Among other reason, and this a persisting one, is British Establishment hostility to American freedom. That I doubt they ever will renounce, not nowhere, not nohow.

Update 3: The longer this goes, the more solid becomes my assessment that top IC professionals are intellectual nincompoops as well as moral dissolutes. Now it no longer surprises me that 9/11 got through to happen, that IC justified Iraq invasion by Saddam’s WMD rather than by the more pungent fact that he, although not the only one, was behind 90’s and 01’s attack on WTC and also 01’s Anthrax distro, which was the 2 of the WTC/Anthrax textbook mil operation 1-2 punch.
Since POTUS Reagan, and even during POTUS Reagan, USG has attracted a huge and increasing number of credentialed low life, in character and impulses effectively trailer trash.
Time to pull way back in both domestic and overseas involvements and regroup on lines of defense and commo we can actually maintain rather than extruding lines of defense and commo which get whacked because there are not enough normal — intelligent, moral — countrymen available to operate them.
With an indescribably stupid yet bumptious — say rather, dis-eased — credentialed cadre impatiently waiting to sweep away remnants of sanity from the ranks of the national stewardship, shortening front — as mil doctrine would put it — is not only desirable but mandatory.
