USODNI 2025 Annual Threat Assessment, Open Source

Russia is not a threat to The United States as long as
The United States is not a threat to Russia.
And it will always be like that.

Competition wastes time, money, and energy. Cooperation synergizes these resources. On the basis of this truth did Primakov and company — Lavrov, Putin, Patrushev, Zakharova, Matvienko, Mishustin, Novak, Naryshkin, Bortnikov, Belousov, Medvedev, et al. — return the prestige of self-confidence to Russia and drive Bill Clinton’s Liberals-Neocons — Zionists: latter day Bolsheviks — out of her.

Political Pressure — Why the Intelligence Community Fails to
Accurately Assess Combat Losses and Military Capability

There is no longer a call, reason, or rationale for US armed force to use TOEs of an inter-continental expeditionary force. They need only be a a continental force on their own continent, which is The American Continent. So, there is no reason to think the US armed forces must close weapons and doctrine gaps — aka TOEs — between themselves and either Russian or Chinese armed forces, who also have no reason to maintain an inter-continental expeditionary force, albeit they have reason to maintain estimable intra-continental armed forces considering the size of their continent, Eurasia.

Neither Russia nor China has exhibited interest in expeditionary warfare on a continent other than their own, which includes the West Eurasian Peninsula (Europe) for Russia and islands east of the South and East China Seas and the Sea of Japan for China.

It’s easier and more profitable to cooperate with Russia and China than it is to compete with them. Competition wastes time, money, and energy. It is entropic.

Rising countries such as in Eurasia, Africa and South America will not ask US to help them train militarily because US at present know only how to do expeditionary warfare against minor powers, which is not what those countries need. Those countries need training in continental warfare against estimable powers. For that they will only ask Russians, who are the proven experts — many times over and for many centuries — at that art.

US armed forces fail, for example, to stop Latin American drug cartels because their TOEs are for expeditionary warfare elsewhere whereas the cartels are a continental power right here.

Right now, US does not participate in a global balance of power whereas China and Russia do. So, the fundamental US mission right now is to regain the prestige of her self-confidence in order to participate in the global balance of power . . . not dominate, participate.

To be a cooperating power with Russia, China, and India in the balance of power for global organization . . . this now is the fundamental mission of The USofA. To be a cooperating power, not a competing power, a cooperating power alongside Russia, China, and India (perhaps also with Brazil, Argentina, Indonesia). This is our mission today and ahead.

A balance of power is a cooperative, not a competitive undertaking. Mutual benefit, not mutual threat, maintains a balance through the deployment of all three asset powers of statecraft: diplomacy, finance, warfighting.
