A New US National Security Platform

Some top-level priorities — as could be proposed for action by Congress:

  1. Renounce the illusions of US national exceptionality and USG authority over everyone’s affairs everywhere.  Cultivate the realities of US national sovereignty and USG responsibility to protect Homeland USA.
  2. In military, financial, and diplomatic operations, replace preference for shock offense (pump and dump) with preference for maneuver defense (protect the helpless).
  3. Replace The Chairman and Chiefs of The US Joint Chiefs of Staff with a General Staff who, under a Chief of Staff under SecDef / POTUS, command The US Armed Force.  Every organization at DOD below SecDef / DepSecDef reports to the Chief of Staff of The US General Staff (CSGS) of The US Armed Force.
  4. The US Armed Force comprises all Space, Air, Fires (includes Cyber), Sea, and Land Force components under a single unified command: CSGS.  Combinations and permutations of components of The US Armed Force can be tasked to execute operations that accomplish US strategic objectives.
  5. Bring the US national defense industry under US Federal ownership serving the CSGS and US General Staff, as approved by SecDef.
  6. Condense, rationalize, and subordinate USG sensing operations to a General Intelligence Office (GIO) reporting to CSGS.  This includes operations by the current DIA, NRO, NGIA, NSA, CIA, and NSC.  Reduce the US COCOMs to 9, rationalize their AORs to geo-integrated neighborhoods, and re-task them for Deep Battle Ideo-Cultural ISR.  Subordinate these to CSGS via the GIO.  Close DIA, CIA and NSC.
  7. Subordinate USG kinetic operations to a Border Protection Office (BPO) reporting to the CSGS.  This includes operations by current FBI, CIA, CBP, ICE, USSS, and USCG.  Close FBI and CIA.
  8. Form a fresh NSC to comprise POTUS, the Executive Branch Department Secretaries, the House Speaker and Minority Leader, the Senate Majority and Minority Leaders, the Chief Justice, SCOTUS, persons POTUS invites to serve ex officio, and a very small staff to facilitate their deliberations.
  9. Base Doctrines, TOEs, and Field Manuals on homeland defense behind precision stand-off weapons and their platforms.
  10. Conduct combat operations, always under at least Corps-level C4ISR, as combinations and permutations of The US Armed Force and always with continuous real-time situational awareness, if not C4ISR, at The US General Staff level.
  11. Reconstitute line Regiments between line Battalions and line Brigades.  Continue line Brigades as components of line Divisions.
  12. Integrate SOF functions and formations into the Doctrines, TOEs, and Field Manuals of The US Armed Force.
  13. Designate the third line Battalion of each line Regiment and the third line Company of each line Battalion as a mixture of SOF functions performed, as needed, by Rangers, SF, SEALs, Raiders, and / or SpecOpWings.
  14. Require division-and-higher commanders and staff to graduate from a new 2–3-year Academy of The US General Staff.  Concurrently, restore the five US National Service Academies — and DOD education generally — for military service to The USofA in the capacity of physically, mentally, morally fit, Soldierly, and proficient STEM professionals in military science and art.

In pursuit of the foregoing, numerous Acts require repeal by Congress and some U.S. Code Titles require reforging.

The US General Staff of The US Armed Force, subordinate to SecDef / DepSecDef, can be taken to comprise DOD in toto.

Those expected to say that this would remove civilian control of The US Armed Force face two facts:

  1. POTUS (C-in-C), SecDef, and Congress (The Purse) are civilian control of The US Armed Force quite sufficient to the need, and
  2. Armed Force integrated with and conducting proper functions of their native Civilization-State do not exceed their writ.

Civilian officials contemplating improper use of their country’s Armed Force remonstrate for civilian control thereof — theirs.




Principle I

The United States have no authority in the domestic affairs of other nations and expect other nations to reciprocate by not feigning authority in our domestic affairs. The United States have interest in the lines of communication running between The United States and all other nations. We expect ourselves and other nations to bear fairly the burden of keeping those lines open, safe, reliable, fair, and clean for use by all nations.

Principle II

The United States welcome comprehensive strategic partnership for the new era with our brother nations India and Russia, for correlation, coordination, and promulgation, from their perspectives, of the ground of statecraft set forth in Principle I and urge Japan and Egypt to join us for that endeavor and commitment.

Principle III

An order to deploy which lacks or frustrates intent to compel an enemy to sign a declaration of unconditional surrender is an unlawful order by the Rules of Just War, the Conventions of War, Common Sense, and the Spirit of America. An order to deploy conveys this intent to the Commanding Officer: win this war / battle in a timely manner at the lowest possible cost to yourself and your enemy or do not come back alive.
