The author, Michael Anton (aka Decius), is sitting now at the USA National Security Council.   The publication, American Affairs Journal, aims to replace Foreign Affairs and the neo-con publications as the go-to journal of top-level (intellectual) USA foreign and domestic affairs thinking.  I think they will make it, especially if they remove the damned pay-wall.   Long read but a definite new day in international relations conceptuality and I think an auspicious one:
